Metered while it runs, not while it sits
CPU, memory, disk and backup storage are metered every second they are allocated to you — £0.000001929 per vCPU per second, and so on down the schedule. An empty server sleeps, which stops the CPU and memory meters, though disk keeps being billed because your world is still there. Your plan credit is drawn down against that usage, and only the overage reaches an invoice.
Sleeps when empty, wakes when somebody joins
After an idle delay you choose, an empty server is frozen and its CPU and memory meters stop; resuming from there is near-instant. After several idle hours it shuts down fully, and waking is a normal boot — for a large modpack, that can take up to a minute. Either way the next player to connect triggers it.
